Military and Family Readiness Center

The Whiteman Military & Family Readiness Center (M&FRC) serves as a central hub of support for Airmen, Guardians, and their families. We provide programs, resources, and personalized assistance designed to strengthen resilience, support career and personal development, and help individuals successfully navigate every stage of military life.

The Whiteman Military & Family Readiness Center Team is a highly skilled, mission-focused group of federal civilians, contractors, active-duty service members, and agency partners united by a shared passion for serving others. Information and Referral Services

The Military & Family Readiness Center (M&FRC) provides comprehensive Information and Referral services to connect service members, families, retirees, and Department of the Air Force (DAF) civilians with the resources they need to enhance mission readiness and quality of life.

Through personalized consultations, needs assessments, and coordinated warm handoffs to on- and off-base agencies, the M&FRC ensures timely and accurate support. These services empower individuals to confidently navigate challenges and make informed decisions.

Deployment Readiness

The M&FRC plays a vital role in supporting Airmen and their families by ensuring deployment readiness and providing essential resources. Services include:

  • Pre- and post-deployment support
  • Education on the four phases of deployment
  • Family Readiness programs such as Hearts Apart and other community events
  • Crisis and emergency support

Relocation Assistance Program

The Relocation Assistance Program supports service members and their families who are relocating due to Permanent Change of Station (PCS) orders. Services are also available to eligible civilian personnel.

Program offerings include:

  • Sponsorship Training
  • Pre-Arrival Orientation
  • Plan My Move Workshops
  • Welcome Center partnership
  • Base Newcomers Orientation
  • M&FRC Loan Locker

Transition Assistance Program (TAP)

TAP is congressionally mandated for all active-duty service members who have served at least 180 days. All TAP components—including classes, Career Readiness Standards (CRS) deliverables, and the Capstone appointment—must be completed prior to the start of terminal leave.

Eligible service members are required by law to complete the first two TAP appointments no later than 365 days before their estimated separation date.

The M&FRC TAP team provides separating and retiring service members and their families with information, tools, and training to prepare for civilian life—whether pursuing higher education, entering the workforce, or starting a business.

Personal Financial Readiness (PFR) Services

The M&FRC offers financial education, counseling, and resources to help Airmen, Guardians, and family members build a strong financial foundation throughout the military life cycle.

Mandatory financial readiness training touchpoints include:

  • Accessions
  • First Duty Station
  • Thrift Savings Plan (TSP) Vesting
  • Continuation Pay
  • Transition (TAP)
  • Marriage
  • Divorce
  • Birth of a Child
  • Disabling sickness or condition
  • PCS (grades E-1 to E-4 and O-1 to O-3)
  • Promotion

Employment Assistance

The M&FRC offers a wide range of employment services to support military members, families, and DAF civilians in achieving their career goals. Services include:

  • Career counseling

  • Resume and interview preparation

  • Job market information

  • Workshops and hiring events

  • Networking support

The Whiteman AFB M&FRC collaborates closely with local American Job Centers to ensure timely services for eligible beneficiaries.

Exceptional Family Member Program – Family Support (EFMP-FS)

The Exceptional Family Member Program (EFMP) consists of three components:

  • EFMP–Medical (EFMP-M): Located at the 509th Medical Group

  • EFMP–Assignments (EFMP-A): Administered through AFPC’s Exceptional Assignment Programs Division

  • EFMP–Family Support (EFMP-FS): Located at the M&FRC

EFMP-FS provides coordination, detailed information, and referral services through non-clinical case management. The program connects families with exceptional needs to on- and off-installation support services.

Personal and Work Life (P&WL)

The Personal and Work Life Program provides education and enrichment services that help families:

  • Build and maintain healthy relationships

  • Strengthen personal competencies and problem-solving skills

  • Successfully navigate roles and responsibilities throughout the family life cycle

Programs include:

  • Key Support Liaison Training

  • New Spouse Orientation

  • Training Wheels

  • 4 Lenses Personality Assessment Team-Building Workshops

  • Additional life and professional skills development initiatives

Survivor Benefit Plan (SBP)

The Survivor Benefit Plan (SBP) is a Department of Defense-sponsored program that allows military retirees to provide continued income to eligible dependents after their death if elected during the enrollment period.

The M&FRC assists:

  • Retiring service members with SBP elections

  • Surviving beneficiaries with SBP inquiries and claims processing

Casualty Assistance

The Casualty Assistance Program ensures prompt and accurate casualty reporting, compassionate notification, and thorough assistance to Airmen, Guardians, and their Next of Kin (NOK).

The program covers:

  • Active-duty deaths

  • Seriously ill or injured notifications

  • Missing status notifications

  • Emergency family member travel actions

Service members are encouraged to keep their Virtual Record of Emergency Data current and accurate.

Air Force Families Forever (AFFF)

Air Force Families Forever provides immediate and long-term bereavement care and support to surviving Department of the Air Force family members.

The program:

  • Provides personalized referrals and targeted information

  • Facilitates connections between survivors and the DAF (if desired)

  • Ensures fallen Airmen, Guardians, and their families are always remembered

Air Force Warrior and Survivor Care

The M&FRC provides non-medical services, reintegration, and transition support for wounded, ill, and injured Airmen and Guardians requiring long-term medical care or undergoing a medical or physical evaluation board.

The program collaborates with:

  • AFW2 personnel

  • Veterans Affairs

  • Veteran Service Officers

  • The servicing Medical Treatment Facility Physical Evaluation Board Liaison Office (PEBLO)

Air & Space Force Aid Society (AFAS)

AFAS is the official charity of the Air & Space Forces. Programs and services include:

  • Financial assistance for unexpected emergencies or financial needs

  • Community Programs: Bundles for Babies, Child Care for PCS, and Give Parents a Break (contact the M&FRC for local procedures)

  • Education Support: General H. Arnold Education Grant, “Bee” Arnold Spouse Tuition Program, AFAS Merit Scholarship, AFAS Supplemental Education Loan Program, and additional scholarship resources


Military and Family Life Counselor (MFLC) Services

MFLCs are licensed mental health professionals who provide short-term, non-medical counseling services at no cost. They do not diagnose conditions or prescribe medication.

Services address:

  • Deployment stress

  • Relationship challenges

  • Parenting concerns

  • Work-related stress

  • Grief and loss

Services are confidential, available to individuals, couples, families, and groups, and do not require a referral.


Personal Financial Counseling (Contracted Services)

The M&FRC offers access to a full-time contracted Personal Financial Counselor. Services align with the Personal Financial Readiness Program, are confidential, and no records are maintained.


Department of Labor Employment Navigator Program

Scheduling: 660-971-1496

This program provides one-on-one career assistance to transitioning service members and their spouses at Whiteman AFB. The service member must be enrolled in TAP to be eligible.


Department of Veterans Affairs Benefits Advisor

The VA Benefits Advisor is available full-time at the M&FRC and assists service members, Veterans, and their families in understanding, accessing, and maximizing earned VA benefits.


Johnson County Community Health Services – Women, Infants and Children (WIC)

The M&FRC partners with Johnson County, Missouri WIC to provide part-time services at Whiteman AFB.
